The good news is, there are groups such as Building A Better Colorado actively pursuing solutions. "We have to muster the courage to deal with Gallagher [Amendment] proactively," Brown insists, adding that the need to solve it reaches beyond partisan agendas, citing numerous examples of bi-partisan agreement.
